If stem cell-based therapies are developed, we will likely confront a difficult problem of justice: for biological reasons alone, the new therapies might benefit only a limited range of patients. In fact, they might benefit primarily white Americans, thereby exacerbating long-standing differences in health and health care.

Stephen Turner explores the social dimensions of practices, probing to see if the notion of a shared practice can be understood as a cause or mechanism whereby knowledge arises and is used. When he concludes that practices are not some mysterious collective object but are best explained as individual habits, he thereby rejects an attenuated notion of practice and replaces it with a needlessly atomistic notion in which habits carry the full burden of explanation. Turner makes use of aspects (...) of Polanyi’s thought, but this article suggests ways in which a fuller appropriation of Polanyian insights can salvage a social, telic notion of practices that illuminates human behavior. In a series of articles, the most extensive of which are [9] and [10], Carl R. Kordig has attacked the "new empiricism" of the late Norwood R. Hanson, P. K. Feyerabend, Thomas S. Kuhn, and Stephen E. Toulmin. While there are differ- ences among the views of these philosophers, they agree at least on the following claims: (1) scientific method does not proceed inductively from neutral observations because (a) observations are not free of interpretation; and (b) scientists, as a (...) matter of history, have not used induction as the means of arriving at scientific laws; and (2) the key to scientific progress is the discovery of theories, hypotheses, or paradigms which order phenomena and influence the ways in which data are experienced. While Kordig admits that the new empiricism has the valuable effect of underscoring the truth that scientific revolutions do not consist merely in finding new facts or in paying closer attention to already known facts, contrary to the new view, he maintains that observations must be and are neutral ([9], pp. 478-479). Kordig contends against the new empiricists that if observations are not neutral but theory-laden, then it is impossible to test, compare and verify theories. Conse- quently, Kordig concludes that the new empiricist view implies that scientific progress is impossible ([9], pp. 470-471; [10j, p. 470). In opposition to their view, Kordig maintains that observations are neutral and independent of theories (and this was the insight of the logical empiricists) ([10], p. 468); and moreover, observa- tions must be neutral to and independent of theory in order that (a) differing theories may be truly said to compete and (b) the observations may be the basis of testing and deciding between competing theories. A number of important decision domains, including decisions about hiring, global warming, and weather hazards, are characterized by a global–local incompatibility. These domains involve variables that cannot be observed by a single decision maker (DM) and require the integration of observations from locally available information cues. This paper presents a new bifocal lens model that describes how the structure of the environment can lead to a unique form of overconfidence when generalizing the reliability of the local environment to a global (...) scale. When the local environment does not reliably reflect the global environment, they are incompatible. While local perspectives vary across DMs, global–local incompatibility can be understood using the structure of classical test theory as the difference between (a) perceived estimates of the reliability derived from the local environment and (b) the true reliability of the local environment. I model global–local incompatibility as the difference between the true and estimated reliability when the assumptions of classical test theory are violated. Using a series of case studies and an empirical study, I demonstrate the widespread utility of this framework, and I conclude by discussing implications for cognitive–ecological theory, risk communication, and overconfidence. A comparison of the engineering schools at UC Berkeley and Stanford during the 1940s and 1950s shows that having an excellent academic program is necessary but not sufficient to make a university entrepreneurial. Key factors that made Stanford more entrepreneurial than Cal during this period were superior leadership and a focused strategy. The broader institutional context mattered as well. Stanford did not have the same access to state funding as public universities and some private universities. Therefore, in order to gather (...) resources, Stanford was forced to become entrepreneurial first, developing business skills at the same time Cal was developing political skills. But he does not mention that for Plato the desire for knowledge and understanding, drawn to its objects, the Forms, is part of what accounts for this compulsion and its intensity. Listening to the Cicadas is an outstanding example of a philosophically sensitive, literary reading of a Platonic dialogue. Ferrari writes demandingly but beautifully, and his dialectical reading often has just (...) the effect he desires, to draw the reader into the Phaedrus's world. In addition, he is familiar with contemporary moral philosophy, moral psychology, and philosophy of action, and employs notions from Williams, Frankfurt, and others in sensible and helpful ways. The book should be accessible to a wide audience; the Greek is transliterated and translated, with virtually all technical discussion confined to notes. But although the series in which the book appears is well known to specialists in classics and classical philosophy, it is probably not familiar to philosophers generally and literary theorists. Paper, $1 ~-95Though he has fallen from top billing (Aristotle and Epicurus on Voluntary. Action was the work's original title as a x981 Stanford dissertation), Aristotle has retained his prominence in Englert's only slightly revised text. Englert's thesis, in fact, is that the Epicurean "swerve was first developed in response to Aristotelian challenges to atomism in cosmology, physics, psychology, and physiology, and in particular, was meant to be the atomic equivalent of Aristotle's sumphuton pneuma in Epicurus's analysis of the voluntary actions of all living creatures" (145). My skepticism toward this assertion is based not so much on the doubtful availability of Aristotelian texts to Hellenistic philosophers (though Englert's depiction of Epicurus responding to specific passages of the De caelo, Physics, and De motu animalium certainly invites this objection) as on the following considerations: (a) Englert's Epicurus posits weight as an atomic property to counter Aristotle's objection that Democritean atoms have no natural motion with which forced motion might contrast. But why would Epicurus think Aristotle's objection any more forceful than we do? If Epicurus insists that atoms fall down, it is not from a metaphysical conviction that every body must have a natural locomotive tendency, but because of his empirical observation that things in fact fall. (b) Englert's Epicurus, casting about for a third cause of motion besides collisions and weight, stumbles upon Aristotle's description of "the accidental" (to sumbebekos) as an event without definite cause happening at an indeterminate time and place, and conceives of the swerve. But the similarity of the two doctrines is entirely superficial. The accident, for Aristotle, is the nonessential: man is not pale by nature, for instance, 124 JOURNAL OF THE HISTORY OF PHILOSOPHY 28"1 JANUARY 1990 but "by accident," e.g., if he happens to stay indoors. If there is an analogue for this in Epicurus, it's in his notion ofsuraptomata. But what has this to do with the swerve? (c) Finally, Englert's Epicurus posits the swerve as an atomistic adaptation of the workings of Aristotle's sumphuton pneuma. (Does this mean the pneuma's motion is accidental? The relation of this thesis to the last is unclear.) The analogy of the expanding pneuma and the swerving atom is supposed to be that both are physical bodies whose motion marks a more or less "fresh start," breaking the otherwise deterministic causal chain. More or less? Englert speaks of a "delicate balance" in Aristotle's account "between a purely passive causal sequence" (from the stimulus of phantasia to the agent's response) and a "sequence involving a completely new beginning of motion" (93)- But what is this balance if not Stoic compatibilism, an endless causal chain balanced against the ascription of responsibility for personal initiative? Is Aristotle then a proto-Stoic? That is, does Aristotle believe that stimulus plus character determines response? Englert wants to say... (shrink)

Peirce was greatly influenced by Aristotle, particularly on the topic of final cause. Commentators are therefore right to draw on Aristotle in the interpretation of Peirce's teleology. But these commentators sometimes fail to distinguish clearly between formal cause and final cause in Aristotle's philosophy. Unless form and end are clearly distinguished, no sense can be made of Peirce's important claim that 'desires create classes.' Understood in the context of his teleology, this claim may be considered Peirce's answer to nominalists and (...) sceptics on the possibility and status of scientific knowledge. On the basis of an improved view of Peirce's teleology, the objection that inorganic physical events do not admit of teleological explanation can be answered. I argue that the non-teleological alternative leaves the laws of nature and the actions of inorganic matter unexplained. (shrink)

Sloane began his career in Annapolis, where the commandment of obedience holds sway, and finished in Berkeley, a place where questioning authority is woven deeply into the cultural fabric.

This article examines selected behavioral aspects of ethical decision making within a business context. Three categories of antecedents to ethical decision behaviors (individual differences, interpersonal variables, and organizational variables) are examined and propositions are offered. Moral development theory and expectancy theory are then explored as possible bases for a theory of ethical decision making. Finally, means of improving ethical decision making in firms are explored.

As the world’s religious communities become more involved in environmental concerns, the question arises as to whether their most significant contributions are in the realm of worldviews, doctrine, and cosmology, or rather in the realm of political and economic critique and an articulation of social justice concerns arising from ecological despoliation. After reviewing liberation theology’s early critique of economic developmentalism, as well as its more recent treatment of ecological concerns, this paper suggests that liberation theology is in fact positing a (...) cosmological as well as political and economic critique of modernity, which proffers conduits of dialogue with other environmental approaches. There are some conspicuous differences between the sensibilities of cutaneous and visceral tissues: (1) Direct trauma, which readily produces pain when applied to the skin, is mostly without effect in healthy visceral tissue. (2) Pain that arises from visceral tissues is initially often poorly localised and diffuse. (3) With time, visceral pains are often referred to more superficial structures. (4) The site of referred pain may also show hyperalgesia. (5) In disease states, the afflicted viscera may also become hyperalgesic. In (...) this target article, I consider to what extent differences in the physiology, anatomy, and chemistry of peripheral processing systems explain these different sensibilities. In almost every aspect, there are subtle differences in the properties of the processing mechanisms for cutaneous and visceral information. These may arise because of distinct developmental cues operating in the two domains. Many of the differences between visceral and cutaneous afferents are quantitative rather than qualitative. The quantitative differences, for example in the density of afferent innervation, can be large. The quantitative differences in the numbers of afferents alone may be a sufficient explanation for some aspects of the differential sensibility, for example, the poor localisation of sensation and the apparent insensitivity to focal yet tissue- damaging stimuli. In addition, the few clear qualitative differences apparent in the innervations of the two tissue types may be of special importance. That the encoding of visceral nociceptive events may occur by an intensity mechanism rather than a specificity mechanism could be the key difference in viscerosensory and somatosensory processing. Socially and politically significant Muslim communities are posing a challenge to the public spheres of Western Europe: can public reason in a liberal democracy be so conceived as to accommodate the religious reasons of Muslims and other religiously motivated citizens? This question, often discussed from the perspective either of political philosophy or of particular religious traditions, is addressed here instead by drawing on the theory and practice of inter-religious dialogue. The dialogue movement known as ‘scriptural reasoning’ is analysed for its (...) potential to provide a way of conceptualising the nature of reasoning in the public sphere. ‘Reasoning with texts’, it is argued, is a way of describing much of the reasoning that takes place within the public sphere and not just religious reasoning. This approach to understanding public reasoning is established through a combination of example and theory. A model of communicative hermeneutics as public reason based on an textual rationality is proposed. As well as providing space for textually based religious arguments, this textual imagination can be situated alongside and complement postmodern developments of Jürgen Habermas’s conception of the public sphere. Whilst this approach to reasoning in the public sphere initially appears very different from the classic statement of the idea of public reason in John Rawls’s political liberalism, it is shown to have significant continuity with Rawls’s theory when this is viewed through the lens of the Supreme Court as exemplar of public reason. This highest level of public reason involving legislation is also a form of reasoning with texts. But in order for religious and more popular levels of public discourse and deliberation to impact on the political and legislative processes, these too must be conceived as modes of reasoning having some continuity with higher levels of public reasoning. This paper seeks to examine two conflicting strands in the United States Supreme Court's treatment of “freedom of association,” by exploring some aspects of the historical development of the doctrine. It suggests that there are two conceptions of “freedom of association,” an older, traditional one, that eschews forcing odious contact on members of associations, and a newer one which privileges antidiscrimination doctrines over “freedom from association.” These two conceptions still exist on the Court, resulting in irreconcilable decisions such as those (...) permitting the Boy Scouts to exclude gay scoutmasters, but forcing the Jaycees to accept women. The preference of one conception over the other is also evident in the work of different scholars, whose doctrinal approaches are similarly irreconcilable. The Supreme Court has explained the discontinuities in the doctrine by seeking to characterize it in terms of the First Amendment's “freedom of speech” clause, but the paper argues that it makes more sense, in the context of these two cases, to regard them as related to the First Amendment's “freedom of religion” clauses. Philosopher Martin Heidegger and German poets who evoke nature offer excellent introductions to elemental earth. Those poets privilege earth among the elements using their earthy language. Heidegger views earth as the hidden ground of things. The article approaches elemental earth through Heidegger’s analysis of what he views as Georg Trakl’s crucial line of poetry about earth: “something strange is the soul on earth.” Heidegger stresses the soul as the stranger. In contrast, this article argues that on the basis of a (...) contextual analysis of Trakl’s poetry and some other German poetry, it is the earth that is strange. Forgotten earth is the background out of which and the foundation upon which things manifest themselves. Elemental earth makes possible human experience of space and place. (shrink)

Cholinergic-rich grafts have been shown to be effective in restoring maze-learning deficits in rats with lesions of the forebrain cholinergic projection system. However, the relevance of those studies to developing novel therapies for Alzheimer's disease is questioned.

It is well established that neural grafts can exert functional effects on the host animal by a multiplicity of different mechanisms – by diffuse release of trophic molecules, neurohormones, and deficient neurotransmitters, as well as by growth and reformation of neural circuits. Our challenge is to understand how these different mechanisms complement each other.

As Post observes, accounting firms are unique among multinationals. They are more likely than firms in almost any other category to go abroad. They also have less choice in location as their expansion is determined largely by the desired locations of their clients. Given the widespread global presence of such firms, it can be argued that the global audit firm is uniquely at risk from variations in ethical perceptions across nations. This study extends the U.S. accounting literature on determinants of (...) cheating among accounting students to the U.K. Based on the work of Cohen et al. it develops a model that suggests that students in lower "uncertainty avoidance" countries will be both less likely to cheat, and when they do cheat, will be driven by internal rather than external mode. Our results supported the model as proposed as our results indicated that U.S. students were more likely to cheat and were more responsive to external stimuli than were the U.K. students. (shrink)

Histone variant exchange is a novel epigenetic regulator of cognition. We speculate that H2A.Z, a variant of canonical histone H2A, exerts unique effects on transcription during distinct stages of memory formation, ultimately acting to maintain memory of previous transcriptional states and poise genes for re‐activation. Hippocampus‐dependent memory formation is initiated by transient expression of memory‐related genes, which support the storage of recently acquired memories. Soon after, memories undergo systems consolidation, which transfers memories from the hippocampus to the cortex for long‐term (...) storage, and requires ongoing re‐activation of memory‐related genes. We speculate that learning‐induced H2A.Z eviction from nucleosomes initially contributes to stimulus‐induced transcriptional induction needed for the initial process of memory consolidation. During systems consolidation, we speculate that delayed incorporation of H2A.Z into nucleosomes of memory‐related genes in the cortex is needed to poise genes for rapid re‐activation, thus supporting the long‐term process of memory stabilization.Also watch the Video Abstract. Currently the focus of a heated debate among indigenous peoples, human rights advocates, crop breeders, pharmaceutical companies, conservationists, social scientists, and lawyers, the proposal would allow impoverished people in biologically rich areas to realize an economic return from resources under their care. Monetary compensation could both validate their knowledge and provide them with an equitable reward for sharing it, thereby compensating biological stewardship and encouraging conservation.

Social scientists have investigated many facets of popular music over the last 25 years. The vast majority of their efforts have focused on men and their contributions to the creation and performance of popular music. As a result, we know little about women and their experiences as musicians in a traditionally male-centered and male-dominated activity. In this study, the authors used in-depth interviews with 15 local-level female rock and roll musicians in two U.S. cities to explore audiences' reactions and responses (...) to them as performers and their interactions with other band members. BackgroundHuman infection studies (HIS) are valuable in vaccine development. Deliberate infection, however, creates challenging questions, particularly in low and middle-income countries (LMICs) where HIS are new and ethical challenges may be heightened. Consultation with stakeholders is needed to support contextually appropriate and acceptable study design. We examined stakeholder perceptions about the acceptability and ethics of HIS in Malawi, to inform decisions about planned pneumococcal challenge research and wider understanding of HIS ethics in LMICs.MethodsWe conducted 6 deliberative focus groups and 15 (...) follow-up interviews with research staff, medical students, and community representatives from rural and urban Blantyre. We also conducted 5 key informant interviews with clinicians, ethics committee members, and district health government officials.ResultsStakeholders perceived HIS research to have potential population health benefits, but they also had concerns, particularly related to the safety of volunteers and negative community reactions. Acceptability depended on a range of conditions related to procedures for voluntary and informed consent, inclusion criteria, medical care or support, compensation, regulation, and robust community engagement. These conditions largely mirror those in existing guidelines for HIS and biomedical research in LMICs. Stakeholder perceptions pointed to potential tensions, for example, balancing equity, safety, and relevance in inclusion criteria.ConclusionsOur findings suggest HIS research could be acceptable in Malawi, provided certain conditions are in place. Ongoing assessment of participant experiences and stakeholder perceptions will be required to strengthen HIS research during development and roll-out. (shrink)

The expansion of ethics review, beyond its origins in medical research, is the subject of growing critical analysis internationally, especially from social science researchers. Our study builds on this analysis by considering ethics review specifically within tertiary-based educational research. As a foundation for a larger study, we explore the reporting of ethics review within articles from a snapshot of education journals. A cross-sectional review considered 125 articles from 24 journals spanning medical and nurse education, the Scholarship of Teaching and Learning, (...) and educational technology. Among similar types of research our findings highlight variation in institutional ethical review processes and outcomes. Despite most journals providing guidelines for reporting ethics review, adherence to these guidelines by authors or editors was not always evident, but more likely in health-related education journals. We argue that identified areas of variation may reflect the differing influence and proximity of biomedical values. This influence has been under examined in tertiary-based educational research but may contribute to inequitable learning, researching and publishing experiences, potentially adding to negative sentiment about ethics review. Management practitioners and scholars have worked diligently to identify methods for ethical decision making in international contexts. Theoretical frameworks such as Integrative Social Contracts Theory (Donaldson and Dunfee, 1994, Academy of Management Review 19, 252–284) and more recently the Global Business Citizenship Approach [Wood et al., 2006, Global Business Citizenship: A Transformative Framework for Ethics and Sustainable Capitalism. (M. E. Sharpe, Armonk, NY)] have produced innovations in practice. Despite these advances, many managers have difficulty implementing these theoretical concepts in daily (...) practice. Using the example of recent decisions by internet service providers Google, Yahoo, and MSN regarding censorship requirements in China, we offer six heuristic questions to help managers to resolve cross-cultural ethical conflicts in which the firm’s way of doing business differs from the practice in the host country. Recognizing that companies can take different approaches to law and ethics (Paine, 1994, Harvard Business Review 72(2), 107–117), our aim is to provide a management decision process to deal with demands or opportunities for engaging in questionable business practices in a host country. Cross cultural ethical conflicts are a major challenge for managers of multinational corporations (MNEs) when an MNE''s business practices and a host country''s practices differ. We develop a set of decision principles to help MNE managers deal with these conflicts and illustrate with examples of ethical conflicts faced by MNEs doing business in contemporary Russia (DeGeorge, 1994). We discuss the generalizability of the principles by comparing them to the Donaldson (1989) and Buller and Kohls (1997) decision models. Public health care interventions—regarding vaccination, obesity, and HIV, for example—standardly take the form of information dissemination across a community. But information networks can vary importantly between different ethnic communities, as can levels of trust in information from different sources. We use data from the Greater Pittsburgh Random Household Health Survey to construct models of information networks for White and Black communities--models which reflect the degree of information contact between individuals, with degrees of trust in information from various sources correlated with (...) positions in that social network. With simple assumptions regarding belief change and social reinforcement, we use those modeled networks to build dynamic agent-based models of how information can be expected to flow and how beliefs can be expected to change across each community. With contrasting information from governmental and religious sources, the results show importantly different dynamic patterns of belief polarization within the two communities. (shrink)
